The Central Alabama Veterans Health Care System (CAVHCS) is a consolidated health care system that includes VA Medical Centers in Montgomery and Tuskegee Alabama as well as Community Based Outpatient Clinics (CBOC) in Dothan Alabama, Ft. Rucker Alabama, Monroeville, Alabama, Columbus Georgia and Montgomery VA Clinic. The primary duty station for this position is at the **Tuskegee** Campus. The incumbent will be required to work on site a the other locations as required.

### Responsibilities
The purpose of this position is to provide staffing and placement services; and to apply accepted criteria, principles, and standard methods to resolve a variety of conventional staffing issues and problems.
* Provide continuing technical advice and assistance to the human resources staff and management officials in all areas of staffing and recruitment, including priority placement, reduction-in-force, furlough, out placement, and separation incentives.
* Conducts job analysis on a wide variety of complex positions using research, interview, observation, and analytical techniques to gather, document, and analyze information to develop qualifications rating factors.
* Evaluates trends in missions, technology, manpower, fiscal resources, and other factors influencing future needs.
* Provides management advisory services in conformance with established criteria to resolve conventional problems that arise is administering and applicant recruitment program for a serviced organization.
* Performs internal placement duties that include conducting job analysis, preparing promotion and placement products, and issuing promotion and referral certificates.
**Work Schedule:** Monday - Friday, 8:00 am - 4:30 pm

**Physical Requirements:** The work of the position is primary sedentary in nature, working on a computer in a climate-controlled and well-lit office. Occasional lifting, reaching, pulling, walking, driving/traveling, filling using a telephone, fax, copier, scanner etc.
**Promotion Potential:** The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

**For GS-09 Grade Level:** One year of specialized experience (equivalent to the **GS-07**grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Experience performing beginning to end recruitment and placement function (e.g., job analysis, crediting plan, vacancy announcements, eligibility and veterans preference determinations, basic and/or minimum qualifications, promotion panels/best qualified determinations, referral certificates, pay offers, coordination of pre-employment screening, completing SF52, scheduling new employee orientation, preparing commitment letters, etc.) for VA Title 5 General Schedule and Wage System), Title 38 and Hybrid Title 38 recruitment and placement actions.
Incumbent performs developmental assignments intended to broaden skills and provide experience leading to progressively more complex assignments performed under progressively less supervision.
**For GS-11 Grade Level**: One year of specialized experience (equivalent to the **GS-09**grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related
**Applicants may also combine education and experience to qualify:**
Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11
